We design and coordinate foreign affairs and cooperation policies of the Province of Buenos Aires; we build bonds with other provinces and both provincial and national organizations; we foster policies aimed at strengthening the university system within the territory of the province.
We plan and coordinate, together with the different areas of the government, the international presence of our province; we identify International Cooperation possibilities and propose agreements with multilateral, governmental, NGOs and private institutions and organizations at the municipal, provincial, national and international level.
We assist governmental authorities in the negotiation of agreements and the celebration of international cooperation covenants. We provide assistance to public officials in the formulation of projects.

We are involved in the strategic planning to foster the international presence of the Province of Buenos Aires by promoting bilateral and multilateral cooperation. In particular, we assist various departments of the provincial Executive Power in negotiating agreements and entering into covenants related to International Cooperation. We also identify international financing opportunities to encourage the presentation of projects aimed at strengthening municipal development.
We develop operative plans based on the identification of partners and strategic sectors at both national and subnational levels. We collaborate not only in the development of provincial and municipal capacities in terms of international cooperation, but also in the strengthening of the bond of the productive system of scientific and technological knowledge in the international sphere.
We assist the different areas and organizations of our province regarding consular affairs. We systematise and strengthen the bond with consular offices present in the territory of the province. We establish bonds, in coordination with districts, with the Foreign Communities in order to encourage the registration and regularization of the resident population in the 135 districts.
We foster relations with other provincial governments, the government of the Autonomous City of Buenos Aires and the National Government, thus contributing to the strengthening of federalism. We encourage relations with Constitutional Organizations and other Provincial and Federal Institutions to develop joint actions and policies.
We participate in the creation of projects of interest, together with the provincial governments, the Autonomous City of Buenos Aires and the National Government. We collaborate in the generation of integration schemes to foster the development of the public policies developed by the different areas of the provincial government in the interjurisdictional sphere and also regarding regional cooperation.
We strengthen bonds with public organizations and institutions located in the Province of Buenos Aires and we are involved in the relations with the Judicial Branch, the Public Ministry and the Ombudsman Office.
We work in the strengthening of the provincial university system, integrated by national universities located in the territory of the Province of Buenos Aires and also provincial universities. We formulate and execute policies to foster the relations between universities and the scientific and technological system, with the provincial productive sector and we make a contribution to the development of university policies within the districts. We plan and implement consolidation programmes for the Provincial Network of University Centres. Furthermore, we supervise the political programmes developed within the scope of the School of Government of the Province of Buenos Aires.
We plan and execute actions to improve and strengthen policies to foster the universities’ territorial integration, research and outreach activities.
We plan and implement strengthening programmes in districts for the development of university policies which foster attachment and local productive development.
The School of Government develops training programmes aimed at diverse actors of the civil society and public officials at both provincial and district level in order to strengthen democracy, inclusion, federalism and sovereignty.
